Flurry of change to Snow Hill
A report to the City Council's Cabinet Meeting of the 8th October, Snow Hill Gateway Phase 1 Project Definition Document, has revealed exciting plans for a public / private partnership aimed at creating a gateway to the Colmore Business District with a new square fronting Snow Hill Station main entrance. The document covers Phase 1 but the scope of the scheme reaches to the public highway and area in front of the Great Western Arcade in a second phase.
The development of Phase 1 is on private land and so there will be no costs to the public purse with general cleaning and maintenance within the private landlords' remit.
The general arrangement plan reproduced below from Appendix 2 incorporates Phase 2 for contextual purposes only. Phase two is an ambition that would need to follow the completion of the first phase and with funding consideration.
The Project Document suggests Phase 1 will take approximately six months and would involve the following materials, to be confirmed in a full business case.
1300 sq.m. of stone paving.
200 sq m of soft landscape area.
6no trees.
2no. 5m. high glass blocks to form public art feature.
10 no of suspended area lighting units.
1no. digital clock inlaid into paving in front

The recent completion of Church Street Square, Church Street Square Up, and the high quality and improved streetscape and public realm suggest an exciting opportunity to add another tile to the mosaic of public square dotted across the city and build on the City's ambitious plans in it's Big City Plan.
The partnership for the development phase of the project up to Full Business Case is BCC and Colmore Business District Ltd. The financial contributions for the development phase only will be based on a 50/50 model. The intention is to tender for a design and cost management practice to produce the detailed design and robust cost estimates that will inform the FBC. The tender process will be in two stages; stage 1 is an open invitation seeking expressions of interest to undertake design and cost management services for the development phase of the project. The second stage will be to create a shortlist based on the companies’ relevant experience and resources and invite the short listed companies to submit a tender.The appointment will be based on a quality/price matrix.
