Contracting Tender for new Birmingham Magistrates' Court
Further to my earlier post revealing the design of the new Birmingham Magistrates' Court, Picturing the new Birmingham Magistrates' Court, the TED - Tenders Electronic Daily- Supplement to the Official Journal of the European Union has released a tender for Court building Construction Work (http://ted.europa.eu/Exec?DataFlow=N_one_doc_access.dfl&Template=TED/N_one_result_detail_curr.htm&docnumber=269478-2008&docId=269478-2008&StatLang=EN).
Among the tender are a few bits of information regarding the courts' construction such as it being open in the fourth quarter of 2012.
The tender is anticipating between 5 and 8 bidders who are expected to tender a proposal by Friday 28.11.2008

The site (Block JKL, Plot 3) has been secured through an Option Agreement for a long lease, which will be exercised contemporaneously with the appointment of the Building Contractor. The Outline Business Case for the project has received approval for it to progress as a capitally funded scheme and the contracting authority intends to procure the new magistrates' court building through a GC/Works/1 Single Stage Design and Build (1998) contract (as amended for the project). The building will comprise 24 courtrooms plus the ancillary accommodation and facilities required for a magistrates' court. The magistrates' court building must comply with the Court Standards and Design Guide, other appropriate standards and all relevant Regulations. It is estimated that the cost of the new magistrates' court building will be approximately 65 000 000 GBP, which includes the Building Contractor's professional fees and construction costs but excludes VAT. The new building will need to be operational by approximately 4Q 2012. The contracting Authority has employed a Design Team to develop the design to RIBA Stage E, after which the Design Team will be novated to the Building Contractor on appointment. Outline planning consent was granted in 2004, through the approval of the inclusion of a magistrates' court building on the site by means of an amendment to the Masshouse Masterplan. An application was submitted for detailed planning consent (through reserved matters) in September 2008.
